The agents all move the same way so I'm working on tuning linear and angular forces and linear and angular maximum velocities.

I suspect that a good way to tune the values is to directly control a cube and take it for a spin.

I hooked up some controls to the cube and took it for a spin. It feels pretty bad. I'll have to do a fair bit of tuning, adjusting things such as friction.

Also, when objects don't move for a while, the physics engine seems to not let me move them anymore.
